Key figures in global battle against illegal arms trade lost in Air France crash

AMID THE media frenzy and speculation over the disappearance of Air France’s ill-fated Flight 447, the loss of two of the world’s most prominent figures in the war on the illegal arms trade and international drug trafficking has been virtually overlooked.
Pablo Dreyfus, a 39-year-old Argentine who was travelling with his wife Ana Carolina Rodrigues aboard the doomed flight from Rio de Janeiro to Paris, had worked tirelessly with the Brazilian authorities to stem the flow of arms and ammunition that for years has fuelled the bloody turf wars waged by drug gangs in Rio’s sprawling favelas.
Also travelling with Dreyfus on the doomed flight was his friend and colleague Ronald Dreyer, a Swiss diplomat and co-ordinator of the Geneva Declaration on Armed Violence who had worked with UN missions in El Salvador, Mozambique, Azerbaijan, Kosovo and Angola. Both men were consultants at the Small Arms Survey, an independent think tank based at Geneva’s Graduate Institute of International Studies. The Survey said on its website that Dryer had helped mobilise the support of more than 100 countries to the cause of disarmament and development.
Buenos Aires-born Dreyfus had been living in Rio since 2002, where he and his sociologist wife worked with the Brazilian NGO Viva Rio.
“Pablo will be remembered as a gentle and sensitive man with an upbeat sense of humour,” said the Small Arms Survey. “He displayed an intellectual curiosity and a determined work ethic that excited and enthused all who worked with him.”
According to the International Action Network on Small Arms Control (IANSA), Dreyfus’s work was instrumental in the introduction of landmark small arms legislation in Brazil in 2003. Under this legislation, an online link was created between army and police databases listing production, imports and exports of arms and ammunition in Brazil.
Dreyfus was an advocate of the stringent labelling of ammunition by weapons firms, arguing that by clearly identifying ammunition not only by its producer but also its purchaser, the likelihood of weapons being sourced by criminals from corrupt police or armed forces personnel is greatly reduced.
Though a Brazilian referendum on the right to bear arms was rejected in 2005, Viva Rio says the campaign should be considered a success because half a million weapons were voluntarily handed in to the authorities. Anti-gun activists put the referendum defeat down to fears criminals would circumvent the law and continue to gain access to small arms the usual way – through Paraguay and other bordering countries. This was not an irrational fear: until 2004, when Paraguay bowed to Brazilian pressure, even foreign tourists were allowed to purchase small arms simply by presenting a photocopy of their identity card. Dreyfus knew that many of the weapons from the so-called tri-border area between Brazil, Paraguay and Argentina were reaching Rio drug gangs.
When unidentified gunmen made off with a stash of hand grenades from an Argentine military garrison in 2006, Dreyfus deplored what he said was lax security at military depots across the world. “If a supermarket can keep control of the amount of peas it has in stock, surely a military organisation could and should be able to do the same with equal if not greater efficiency with its weapons,” he said. “The key words are logisitics, control, security.”
When Rio agents smashed a cell of drug traffickers who had sourced their weapons from the tri-border area, Dreyfus noted its leaders were prominent businessmen living in apartments in the plush Rio suburbs of Ipanema and São Corrado, “not in the favelas”.
In a recent report posted on the Brazilian website Comunidade Segura (Safe Community), Dreyfus noted that the Brazilian arms firm CBC (Companhia Brasileira de Cartuchos) had become one of the world’s biggest ammunition producers by purchasing Germany’s Metallwerk Elisenhutte Nassau (MEN) in 2007, and Sellier & Bellot (S&B) of the Czech Republic in March. This would not be particularly noteworthy but for the fact that CBC’s exports had tapered off in recent years due to legislation restricting exports to Paraguay, arms that often found their way back into Brazil and on to the Rio drug gangs – the “boomerang effect”, as Dreyfus called it. “The commercial export of weapons and ammunition from Brazil to the bordering countries stopped in 2001,” wrote Dreyfus. “CBC lost commercial markets in Latin America, but Brazil won in public security.”
However, manufacturers from other countries had moved in to fill the void, and before its purchase by CBC, S&B was already “one of the marks most currently apprehended” by Brazilian police. Dreyfus said that, in view of the fact the Czech Republic was bound by the EU Code of Conduct on weapons exports – which states that EU countries must “evaluate the existence of the risk that the armament can be diverted to undesirable final destinations”, CBC should “consider the risk that some of these exports end up, via diversions, feeding violence in Brazil”.
Though his focus was on Latin America, Dreyfus also advised the government of Mozambique and at the time of his death was preparing to do the same for the government of Angola, where stockpiles of weapons left over from the civil war continue to pose a security problem.
Dreyfus and Dreyer were on their way to Geneva to present the latest edition of the Small Arms Survey handbook, of which Dreyfus was a joint editor. It was to have been their latest step in their relentless fight against evil.

2 juin 2009 (Nouvelle Solidarité) – Si l’hypothèse principale retenue par les médias pour expliquer « la disparition » étrange de l’Airbus A330 d’Air France reliat Rio à Paris est celui de la foudre, de plus en plus de spécialistes s’accordent pour croire que l’hypothèse d’un attentat ne peut être écartée d’un revers de manche.
Ensuite il s’interroge sur le message électronique annonçant une panne de circuit électrique : « Il y a cinq sources d’énergie électrique à bord d’un appareil. Pour qu’il y ait une panne totale, il faudrait que ces cinq sources ne fonctionnent plus. Lorsque tout tombe en panne, une batterie prend de façon transitoire et partielle le relais, ainsi qu’un moteur qu’on utilise généralement au sol. Une sorte d’éolienne est déclenchée pour générer de l’électricité. Pour que le commandant de bord n’ait plus aucune capacité à piloter l’avion, il faudrait que toutes ces sources d’électricité soient endommagées. Ça me paraît difficile. »
Enfin, il n’hésite pas à affirmer que l’on « peut très bien imaginer qu’une bombe a provoqué une dépressurisation de l’appareil, et que l’avion prenne du temps à se démonter en morceaux. De même, ça peut carrément être une grosse bombe qui a fait exploser tout l’avion, ce qui expliquerait que l’appareil n’a pas eu le temps d’envoyer un signal d’alerte. »
« Nous n’évoquons pas cette éventualité pour nourrir une quelconque théorie du complot, d’autant moins que les services spécialisés estiment n’avoir pas eu d’indice d’une particulière montée de tension, ni avoir identifié de menace spécifique. Pour autant, ne laissons pas complètement de côté cette éventualité, à tout le moins tant que des éléments techniques ne l’auront pas exclue. N’oublions pas que des groupes moyens-orientaux sont très implantés en Amérique du Sud, et qu’ils y font d’ailleurs l’objet d’une surveillance attentive des services spécialisés. L’histoire ne manque pas, hélas, d’attentats non revendiqués, non annoncés, et ne faisant l’objet d’aucune explication. Mais la France, très engagée au Moyen-Orient, dans le Golfe, en Afghanistan, et ailleurs, n’aurait-elle reçu aucun avertissement ? Et si c’était le cas, l’aurait-elle dit ? Il ne s’agit que d’une hypothèse parmi d’autres, et rien de plus. Mais ne la balayons pas d’un revers de manche… »
Sans tirer de conclusion, signalons l’inquiétude exprimée par certains de nos militaires depuis le retour de la France dans le commandement intégré de l’OTAN.
D’après Le Canard Enchaîné du 27 mai, parlant de la nouvelle base française d’Abou Dhabi, située à 220 km des côtes iraniennes et que le président Sarkozy vient d’inaugurer, ces spécialistes « décèlent chez Sarkozy ‘un comportement à risque’, car, lors d’une crise majeure, la France pourrait être impliquée dans un éventuel conflit. Et sans qu’elle l’ait voulu, en cas de raids israéliens ou américains contre des sites nucléaires iraniens. »

AREVA strengthens its ties with Brazil in the nuclear and transmission & distribution sectors

On the occasion of President Nicolas Sarkozy’s visit to Brazil, AREVA announces that it has signed several contracts and agreements which strengthen its longstanding privileged relationship with the country:
Anne Lauvergeon, CEO of AREVA, and Othon Luiz Pinheiro da Silva, CEO of Brazilian electric utility Eletronuclear, today signed a memorandum of understanding confirming the industrial cooperation between the two groups and underlining their commitment to working together to extend Brazil’s fleet of nuclear plants. AREVA has also indicated its willingness to provide its partner with the expertise it requires to fabricate the nuclear fuel needed for the new reactors.
AREVA and Eletronuclear have also signed a services contract for the Angra 1 plant*.
In the electricity transmission and distribution sector, Anne Lauvergeon and Jorge Palmeira, CEO of electric utility Eletronorte, have signed a contract worth around 20 million euros for the supply of an electricity sub-station.
AREVA has a strong presence in Brazil where it employs 2 700 people. The group built Brazil’s Angra 2 reactor and is supplying many of the components for Angra 3.

Amazing stuff is happening in France. It all began with a relatively well-known French-Cameroonian comedian, Dieudonné M’bala M’bala was invited to participate on a TV show on the channel France 3. The show also featured a Maghrebian artist and Dieudonne decided to impersonate an extremist Israeli settled infuriated by the presence of an Arab on a French show (for those of you who understand French, you can see an excerpt of his appearance that day here).
Dieudonne who, in the past, had always enjoyed ridiculing pretty much every segment of French society clearly had never expected the hysterical uproar that his humor would trigger that day: the huge constellation of French Zionists organizations lead by the notorious CRIF (”Representative Committee of Jewish organization in France” – the French version of AIPAC) immediately attacked Dieudonne, suing him for racists comments and suing him for “anti-Semitism” (a criminal offense in France). This was hardly the first time that the French Zionist mob had decided to crush an outspoken critic of its role in French politics or its unconditional support for the last racist state on the planet: Israel. But this time, the Ziomob miscalculated, badly.
Dieudonne began making the accusations of anti-Semitism made against him a central piece of his shows. Here is a sampling of the kind of the hilarious skits Dieudonne came up with:

This was not at all what the Ziomobsters in France had hoped to achieve when they attacked Dieudonne for his appearance on France 3. In response to his defiant stance, they then used their total control over the French political class to shut down his shows under the pretext that they would “threaten the public order”. Dieudonne immediately replied that France is capable of providing the security needed for an event like the G8 summit, but not to let one comedian make his show.
Still, while in the past he had filled the biggest concert halls in France, Dieudonne was forced to perform his skits in a rented bus (you can see a report about this here). But Dieudo, has he is known, had one more thing up his sleeve.
His logic was simple: if I cannot use my freedom of speech as a comedian, why not use it as a politician?
Dieudo had already tried one to run for office a couple of times, but he never achieved any measure of success. This time, however, he came up with a stunning argument. Basically, Dieudo claims that the Left-Right chasm is an artificial and meaningless chasm in French politics and that the real issue which separates the parties in France is their attitude towards the Zionist ideology, the state of Israel, and the role of the Israel Lobby in France. Needless to say, the French political elites had a total hysterical breakdown at such inpudence. Doubleplusgoodthinking reporters and commentators declared that his political party had to be banned and that Dieudonne was probably mentally insane (the latter reminds me of the old trick invented by Yuri Andropov’s KGB who used to declared that Soviet dissidents were “obviously” insane because how could any mentally sane person oppose the Soviet rule: QED).
Still, Dieudo did not back down and he has recently presented some of the members of his political movement “the Anti-Zionist Movement” running as candidates for the European Parliament. Here is the press conference of this event:

What is most interesting in this list is that its candidates come from every political movement imaginable. Unionists, nationalist conservatives, Roman-Catholics, Muslims, ex-Communists, Socialists, etc. Ethnically, everybody is also present. It appears that the Zionist threat is truly uniting many of those who until recently were virulently opposed to each other.
What is the potential of this political movement?
On one hand, the entire weight of the French political establishment is now coming crashing down on Dieudonne. Every politician, every newspaper, every commentator either completely ignores Dieudonne and his movement or, when they speak of him at all, it is with a vitriolic loathing which cannot be imagined. The French newspaper even calls him a “comedian” in quotation marks, showing that such a hideous figure as Dieudonne cannot be called a comedian or somebody who makes people laugh. The fury of the establishment is such that I find it very likely that Dieudonne’s political movement will be simply banned and declared a criminal organization (in France, the membership in an organization declared illegal is considered a crime in itself). If not, Dieudonne might do very, very well.
The fact is that there are literally millions of French citizens from all parts of the society who are sick and tired of being ruled by a small group of mutually interchangeable elite (all of which is 100% loyal to anything Zionist or Israeli). The fact is that in the French “banlieue” (suburbs) there are hundred of thousands of Muslims who are outraged by the events in Gaza, the war in Iraq, the war in Afghanistan and the constant threats against Iran. The fact is that the economic crisis had hit France – and the rest of the Eurozone – very badly and that more and more people are making the link between the Israeli-American model of globalization and the economic collapse of the world markets. In fact, I would say tha the potential of Dieudonne’s movement is huge and that it represents a very real threat to the French and, beyond that, USraelien elites in the West.
The fact that Dieudonne himself is (half) Black, and that he succeeded in federating very different currents of the French society under his stance will make it impossible to simply ignore him. Can the French political establishment engage Dieudonne and prevail over him in an open political debate? Not in a million years. Banning Dieudonne’s political party will, at best, be a stop-gap solution as we can be certain that Dieudo will sue the French courts in Brussels and that, if needed, he will simply re-compose his movement under another name.
Under the infulence of the recent immigrants to France, the French society is changing and it appears that while the “native” French did not have the wits and guts to take on the Ziomob in power, those who immigrated to France do have what it takes.
It is amazing to listen to these recent immigrants defending the secular and multi-ethnics nature of the French Republic and denoucing the ethnic and tribal nature of Jewish ortanizations in France. For example, Dieudo was once asked what he thought of the attemps made by such French Blacks to create an organization which woud speak for them. Dieudo rejected this approach, saying that the organization which should speak for them should be the French Parliament. Amazing idea, no?
Thanks to Dieudonne, Zionism is now finally being denounced as a tribal and racist, ideology and suport for Israel is now becoming as morally repugnant as support for Apartheid. The entire intellectual edifice which was carefully built by the Zionists in France for many decades is not coming crashing down because once these issues are out in the open, the Ziomob has already lost the key battle. In fact, Dieudo has said that he has already won the next election.
What will happen next? Dieudonne does not take his participation in the upcoming elections too seriously. As a typical comedian, he can sit there and say “I will bring you all to the light” with a serious face. When asked if he is really serious, her replies that nobody in French politics is serious and that the difference between him the the rest of the French politicians is that they are lousy comedians whereas he is a professional.
Humor as a weapon of liberation can be very powerful. The ridicule which Dieudonne is now heaping on the previously sacred cows of French Ziopropagnda, such as the “The Eternal Memory of the Shoah” (all in caps), and all the rest of the Zionist brainwashing toolkit might well prove to be a formidable weapon for which the Ziomob does not have a standard answer.
It will be very interesting to see what happens between now and June 7th – the next election.

Dear friends,
As I indicated in my previous release, in agreement with my lawyer, I decided not to go to the hearing on 19 February 2009 as I had the right. I did not want to satisfy my critics on my way to me personally and to humiliate their pleasure.
As the law provides, so I naturally chose to introduce me by my lawyer. But for reasons beyond my understanding, Madam Deputy Prosecutor demanded my presence by asking a reference to 2 April 2009 and a warrant against me – something unprecedented in France in these cases.
I immediately understood the purpose of this warrant: pushing the humiliation and mortification at its height in bringing me handcuffed to the hearing.
Introduce myself in a”normal”before my judges, for me is already a huge challenge and a difficult test, but would m’imposer further humiliation, is the hard court. It’s an unworthy of the Republic and totally contrary to his principles to deal with the way journalists.
I am not on the run. From the time I go to the hearing, it is not a crime of not wanting to be in custody.
Process despicable and intimidation.
I doubt that the intention was to try to destabilize me, I took precautions to avoid being taken into custody before the hearing. That is why I have not spent the night of March 30 to 31 at home, but in a friend.
Yesterday morning (31 March 2009), two officers of the ADI came home. They found my daughter they were obliged to indicate the details of my friend.
This morning they called my friend, on a threatening tone, the treated liar and threatened that I would have “serious problems …”
Which? For what fault? Sentenced before being judged?
At the moment, teams of the national police – paid by taxpayers – are waiting in front of me and to my friend to stop.
Although I have called the Police yesterday, the police this morning to tell them that I was not on the run but the permanence of Alter Info.
Why do they not stop at the agency?
They fear the consequences of negative publicity?

The myth of a successful nuclear power industry in France has melted into financial chaos.
With it dies the corporate-hyped poster child for a “nuclear renaissance” of new reactor construction that is drowning in red ink and radioactive waste.
Areva, France’s nationally-owned corporate atomic façade, has plunged into a deep financial crisis led by a devastating shortage of cash.
Electricite de France, the French national utility, has been raided by European Union officials charging that its price-fixing may be undermining competition throughout the continent.
Delays and cost overruns continue to escalate at Areva’s catastrophic Olkiluoto reactor construction project in Finland. Areva has admitted to a $2.2 billion, or 55%, cost increase in the Finnish building site after three and a half years. The Flamanville project—the only one now being built in France—is already over $1 billion more expensive than projected after a single year under construction.
In 2008, France’s nuclear power output dropped 0.1%, while wind generation rose more than 37%.
Attempts to build new French reactors in the US are meeting stiffened resistance.
And the definitive failure of America’s Yucca Mountain nuke waste dump mirrors France’s parallel inability to deal with its own radioactive trash.
Widely portrayed as the model of corporate success, reactor-builder Areva is desperately short of money. As it begs a bailout from its dominant owner, the French government, Areva’s mismanagement and overextension in promoting and building new reactors has wrecked its image in worldwide capital markets. According to Mycle Schneider, Paris-based author of “Nuclear Power in France—Beyond the Myth,” Areva shares have plunged by over 60% since June 2008, twice as much as the CAC40, the standard indicator of the 40 largest French companies on the stock market.
Areva’s hyper-active public relations department has made much of recent orders to build two new reactors in China. But it’s now begging France’s taxpayers for some $4 billion in short term bailout money, and may need still another $6 billion more to pay for investments in uranium mines, fuel production and heavy manufacturing ventures.
Areva will also need more than 2 billion Euros (about US$3 billion) to buy back shares in its nuke reactor unit after Germany’s Siemens pulled out of a joint venture. There have been significant, highly-publicized bumps in the Chinese transaction. And Areva may now be forced to pony up billions more in penalties from delays and overruns at its reactor construction fiasco in Finland.

The potential American reactor market has also been bloodied by the definitive disposal of the proposed high level dump at Yucca Mountain, Nevada. After decades as the centerpiece of America’s “solution” to the nuke waste problem, with at least $10 billion spent on it, Yucca’s failure underscores France’s own waste dilemma.
The French reprocessing center at La Hague has come under widespread attack for its massive radiation discharges into the English Channel and surrounding atmosphere. The plant has produced over nine thousand containers of extremely high level wastes with no safe place to go. Its by-product of plutonium has complicated global attempts to curb the spread of radioactive materials capable of being turned into nuclear bombs.
In addition to the reprocessing wastes, without a permanent repository of its own, France’s 58 reactors have also accumulated over ten thousand tons of spent fuel rods, as the 104 units in the US constantly generate.
Areva says it hopes to raise cash by selling part of a uranium enrichment plant under construction in southern France to Japan’s Kansai Electric. Other asset sales may be hampered by slumping market values. Areva also hopes to partner with US weapons builder Northrop Grumman to build heavy reactor equipment in Virginia.
But on March 11, European Union regulators raided EdF offices because “suspected illegal conduct may include actions to raise prices on the French wholesale electricity market.” The stunning action against the massive conglomerate, which is 84.8% owned by the French government, could result in huge fines.
The EU says EdF may have manipulated prices and redrawn contracts for some 60 key corporate users. Nuke backers constantly tout that close to 80% of France’s electricity comes from reactors whose power flows through EdF. But Areva’s cash shortage and EdF’s price-fixing scandal underscore the huge financial imbalances imposed by building and operating atomic reactors. According to Schneider, “EDF’s shares dropped by over 40% during the last six months alone. When management in February 2009 announced that larger than expected charges had corroded profits, share value dropped by 7% overnight and continued to fall since. The EDF share now stands 12% below the value when it was first introduced to the stock market in November 2005. Not really a brilliant investment.”
EdF and Areva are at the core of what has been labeled as the global “nuclear renaissance.” Their escalating money problems underscore an epic failure that has been a significant factor in the current global economic crisis. After a half- century of massive government subsidies in the US, UK, France and elsewhere, atomic energy still staggers under an unsustainable load of high construction costs and uncompetitive prices for the electricity it generates.

In the financial community, concerns still linger over the half-trillion-dollar (and still climbing) cost of the 1986 explosion at Chernobyl. Growing grassroots movements in Vermont and elsewhere threaten to cut off license extensions and shut American reactors at which decommissioning funds have been slashed by the collapse of US investment funds.
The argument that atomic energy provides an answer for global warming turned to a deep embarrassment in France when reactors were forced to shut during the summer heat because they were raising river temperatures far beyond legal limits. In another case, a reactor containment had to be sprayed in order to cool it back to operational temperatures. Similar shutdowns came at a reactor in Alabama.
But as massive cost overruns and delays continue to escalate at Areva’s showpiece reactor construction fiasco in Finland, the industry clamors for unlimited access to taxpayer funds. The surging stream of atomic failure continues to guarantee that private investors will favor green technologies like solar, wind and efficiency.
Thus in France, as elsewhere, the “nuclear renaissance” may be still-born. In 2007, world nuclear electricity generation dropped by an unprecedented 2%. According to Schneider, in 2008, for the first time in nuclear power history, no new reactor was connected to the grid anywhere on Earth.
As Schneider’s “Nuclear Power in France—Beyond the Myth” points out, after 35 years of nuclear power development, the French “nuclear dreamland” gets only 16% of its final energy from nuclear power. Commissioned by the Greens-EFA Group in the European Parliament (Brussels, December, 2008) , Schneider’s report shows that despite its huge nuclear commitment, almost half of France’s energy consumption still comes from oil.
In fact, says Schneider, “the wasteful nature of the French economy and households leads to a higher per capita consumption of oil than in Germany, Italy, the UK or even the EU on average.
“Those who think that nuclear power would be a cheap and clean way to render the US less dependent on oil should have a close look at the French record.”
At the French heart of its “renaissance,” the nuclear clock is winding down, not up. Time is running out for a radioactive technology that, after fifty years, remains unable to muster a sustainable level of private financing, shows no real promise of ever paying for itself, and has now plunged into deepening financial chaos.

Pro-Kremlin party wins majority in Russian regional polls

Russia’s dominant United Russia party won its first electoral test during the economic crisis, according to provisional results for regional assemblies issued on Monday.
The poll, already condemned for manipulation by opposition parties, marks the Kremlin’s first electoral test since the economic crisis hit Russia last year.
United Russia, headed by Putin, polled between 49 percent and 79 percent in the nine local assemblies contested, with a large majority of ballots counted, the Central Electoral Commission press service told Reuters.
The opposition Communist Party came in a distant second place. The pro-Kremlin Liberal Democrats and Fair Russia were also set to win seats in assemblies, though it was not immediately clear who came in third place.
Opposition politicians said the elections were marred by dirty tricks by pro-Kremlin groups.
Since the economic crisis hit the Russian economy unemployment has soared to levels last seen in the socially unstable 1990s as demand for commodities plummeted.
A record drop in gross domestic product of 8.8 per cent year on year in January has increased Kremlin uneasiness about the potential for protest to spread. Thousands of Russians have already taken to the streets since the new year to criticise the government’s response to the crisis.
Popularity ratings for the ruling tandem of Dmitry Medvedev and Vladimir Putin are still sky high, but have started to slip as the economic crisis bites. A recent poll by the Russian Public Opinion Research Centre said support for Mr Medvedev slipped from 72 per cent in December to 69 per cent last month, while Mr Putin’s fell from 77 per cent to 74 per cent.
Early indications of turnout suggested it was up to 10 per cent lower than usual in many regions in the far east and Siberia, in a sign of potential discontent.
Gennady Zyuganov, leader of the Communist party, accused United Russia of mounting an unprecedented campaign of dirty tricks ahead of the election to make sure the protest vote was kept to a minimum, and to ensure United Russia boosted its showing to 60 to 70 per cent of the vote for regional parliaments. “There have never been such dirty and unforgivable elections,” he told Ekho Mosvky radio ahead of the vote. “These elections are taking place against the background of crisis. We see how the situation is getting worse.
Mr Zyuganov claimed that authorities in Kazan in Tatarstan had pulled Communist party political broadcasts, and Communist MPs had been followed and intimidated in Bryansk, an industrial region close to Ukraine and Belarus where his party was building a strong challenge for the regional parliament. He said he had been shut out of a meeting hall.
Russia’s central election commission however said on Sunday there had been no irregularities or violations of electoral law during campaigning or during the vote. The Communist party was beginning to file complaints on Sunday night.
Many analysts dismissed the outcome of the elections as a foregone conclusion in favour of the Kremlin and said they had even stopped bothering to monitor the campaigns. Local governors who have failed to win a good showing for United Russia in local elections have been fired from their posts in the past.

may have planned satellite collision
A collision between U.S. and Russian satellites in early February may have been a test of new U.S. technology to intercept and destroy satellites rather than an accident, a Russian military expert has said.
According to official reports, one of 66 satellites owned by Iridium, a U.S. telecoms company, and the Russian Cosmos-2251 satellite, launched in 1993 and believed to be defunct, collided on February 10 about 800 kilometers (500 miles) above Siberia.
However, Maj. Gen. (Ret.) Leonid Shershnev, a former head of Russia’s military space intelligence, said in an interview published by the Moskovsky Komsomolets newspaper on Tuesday that the U.S. satellite involved in the collision was used by the U.S. military as part of the “dual-purpose” Orbital Express research project, which began in 2007.
Orbital Express was a space mission managed by the United States Defense Advanced Research Projects Agency (DARPA) and a team led by engineers at NASA’s Marshall Space Flight Center (MSFC).
According to the DARPA, the program was “to validate the technical feasibility of robotic, autonomous on-orbit refueling and reconfiguration of satellites to support a broad range of future U.S. national security and commercial space programs.”
Orbital Express was launched in March 2007 as part of the U.S. Air Force Space Test Program’s STP-1 mission. It tested a prototype servicing satellite (ASTRO) and a surrogate next generation serviceable satellite (NextSat). The demonstration program met all the mission success criteria and was officially completed in July 2007.
Shershnev claims the U.S. military decided to continue with the project to “develop technology that would allow monitoring and inspections of orbital spacecraft by fully-automated satellites equipped with robotic devices.”
The February collision could be an indication that the U.S. has successfully developed such technology and is capable of manipulating ‘hostile satellites,’ including their destruction, with a single command from a ground control center, the general said.

South Ossetian President Eduard Kokoity says Georgia has started to boost its military might, importing weapons from Israel and France.
According to Kokoity, the import of Israeli arms began after the last August war between the country and Russia, RIA Novosti reported on Wednesday.
In a move to advance its military capability, the country recently bought 8 warships from Israel, he added.
Kokoity also said that Georgia had signed contracts with France to equip the country’s air force with espionage and electronic warfare systems such as anti-aircraft system and mid-range mobile radars.
The South Ossetian President added that Israel has not stopped sending arms to Georgia despite Russia’s protest.

Spies from 20 foreign intelligence agencies, including Nato allies such as France and Germany, are attempting to steal Britain’s most sensitive secrets.

Russia and China have been identified as having the most active spy networks operating in the UK but it is understood that some European countries are also involved in espionage attacks against Britain.
Details of the spy plots were revealed in a government security document obtained by The Sunday Telegraph which states that Britain is “high priority espionage target” for 20 foreign intelligence agencies.
Security sources have revealed that the list of foreign agencies operating within the UK includes Iran, Syria, North Korea and Serbia, as well as some members of the European Union, such as France and Germany, who have traditionally been regarded as allies.
The document, marked “restricted”, warns that foreign spies are trying to steal secrets related to the military, optics, communications, genetics and aviation industries.
The report, which was drawn up by an Army intelligence cell inside Whitehall, warns that it is too easy to “lose sight” of the threat from traditional espionage and become solely focused on attacks by al Qaeda.
The document, which has been distributed to all government departments, states: “Whilst our primary threat would seem to come from International Terrorism, it is important that we do not lose sight of another omnipresent threat. Espionage against UK interests continues to come from many quarters.”
The report, dated 19th January 2009, continues: “In the past, espionage activity was typically directed towards obtaining political and military intelligence. In today’s high-tech world, the intelligence requirements of a number of countries now include new communications technologies, IT, genetics, aviation, lasers, optics, electronics and many other fields. Intelligence services, therefore, are targeting commercial enterprises far more than in the past.
“The UK is a high priority espionage target and a number of countries are actively seeking UK information and material to advance their own, military, technological, political and economic programmes.
“It is estimated that at least 20 Foreign intelligence services are operating to some degree against UK interests. Of greatest concern are the Russians and Chinese. The number of Russian intelligence officers in London has not fallen since the Soviet times.”
A Whitehall source told The Sunday Telegraph that Russia uses its massive spy network as an “extension of state power” in an attempt to “further its own military and economic base”.
The source said: “If a country, such as Russia or Iran, can steal a piece of software which will save it seven years in research and development then it will do so without any hesitation. Russian agents will target anybody that they believe could be useful to them. Spying is hard-wired into the country’s DNA. They have been at it for centuries and they are simply not going to stop because the Cold War has ended.”
The source added that Britain’s European neighbours, including Germany and France, were also engaged in industrial and political espionage within the UK.
Many senior figures in Britain’s intelligence community are frustrated by the activities of Russian spies which they claim is detracting from the fight against al-Qaeda and international terrorism.
In a speech in November 2007, Jonathan Evans, the director general of MI5, said that foreign intelligence services were active in the UK, with the Russians at the forefront of covert operations.
He said: “Despite the Cold War ending nearly two decades ago, my service is still expending resources to defend the UK against unreconstructed attempts by Russia, China and others, to spy on us.
“A number of countries continue to devote considerable time and energy trying to steal our sensitive technology on civilian and military projects, and trying to obtain political and economic intelligence at our expense.
“They do not only use traditional methods to collect intelligence but increasingly deploy sophisticated technical attacks, using the internet to penetrate computer networks.
“It is a matter of some disappointment to me that I still have to devote significant amounts of equipment, money and staff to countering this threat.
“They are resources which I would far rather devote to countering the threat from international terrorism – a threat to the whole international community, not just the UK.”
Patrick Mercer, the chairman of the House of Commons counter-terrorist subcommittee, said the document served as a warning to Britain that the Cold War espionage threat had not gone away.
He said: “Britain is at the forefront of many cutting edge technologies and these are extremely attractive to lots of other countries, some of whom may actually be our allies.
“This serves as a timely reminder that our counter-intelligence assets must not be solely concentrated on countries with a traditional track record of espionage against us.”

Let’s Rethink This Before It’s Too Late

America’s recession is moving into its second year, with the situation only worsening.
The hope that President Obama will be able to get us out of the mess is tempered by the reality that throwing hundreds of billions of dollars at the banks has failed to restore them to health, or even to resuscitate the flow of lending.
Every day brings further evidence that the losses are greater than had been expected and more and more money will be required.
The question is at last being raised: Perhaps the entire strategy is flawed? Perhaps what is needed is a fundamental rethinking. The Paulson-Bernanke-Geithner strategy was based on the realization that maintaining the flow of credit was essential for the economy. But it was also based on a failure to grasp some of the fundamental changes in our financial sector since the Great Depression, and even in the last two decades.
For a while, there was hope that simply lowering interest rates enough, flooding the economy with money, would suffice; but three quarters of a century ago, Keynes explained why, in a downturn such as this, monetary policy is likely to be ineffective. It is like pushing on a string.
Then there was the hope that if the government stood ready to help the banks with enough money — and enough was a lot — confidence would be restored, and with the restoration of confidence, asset prices would increase and lending would be restored.
Remarkably, Bush administration Treasury Secretary Henry Paulson and company simply didn’t understand that the banks had made bad loans and engaged in reckless gambling. There had been a bubble, and the bubble had broken. No amount of talking would change these realities.
It soon became clear that just saying that we were ready to spend the money would not suffice. We actually had to get it into the banks. The question was how. At first, the architects of the bailout argued (with complete and utter confidence) that the best way to do this was buying the toxic assets (those in the financial market didn’t like the pejorative term, so they used the term “troubled assets”) — the assets that no one in the private sector would touch with a 10-foot pole.
It should have been obvious that this could not be done in a quick way; it took a few weeks for this crushing reality to dawn on them. Besides, there was a fundamental problem: how to value the assets. And if we valued them correctly, it was clear that there would still be a big hole in banks’ balance sheets, impeding their ability to lend.
Then came the idea of equity injection, without strings, so that as we poured money into the banks, they poured out money, to their executives in the form of bonuses, to their shareholders in the form of dividends.
Some of what they had left over they used to buy other banks — to pursue strategic goals for which they could not have found private finance. The last thing in their mind was to restart lending.
The underlying problem is simple: Even in the heyday of finance, there was a huge gap between private rewards and social returns. The bank managers have taken home huge paychecks, even though, over the past five years, the net profits of many of the banks have (in total) been negative.
And the social returns have even been less — the financial sector is supposed to allocate capital and manage risk, and it did neither well. Our economy is paying the price for these failures — to the tune of hundreds of billions of dollars.
But this ever-present problem has now grown worse. In effect, the American taxpayers are the major provider of finance to the banks. In some cases, the value of our equity injection, guarantees, and other forms of assistance dwarf the value of the “private” sector’s equity contribution; yet we have no voice in how the banks are run.
This helps us understand the reason why banks have not started to lend again. Put yourself in the position of a bank manager, trying to get through this mess. At this juncture, in spite of the massive government cash injections, he sees his equity dwindling. The banks — who prided themselves on being risk managers — finally, and a little too late — seem to have recognized the risk that they have taken on in the past five years.
Leverage, or borrowing, gives big returns when things are going well, but when things turn sour, it is a recipe for disaster. It was not unusual for investment banks to “leverage” themselves by borrowing amounts equal to 25 or 30 times their equity.
At “just” 25 to 1 leverage, a 4 percent fall in the price of assets wipes out a bank’s net worth — and we have seen far more precipitous falls in asset prices. Putting another $20 billion in a bank with $2 trillion of assets will be wiped out with just a 1 percent fall in asset prices. What’s the point?
It seems that some of our government officials have finally gotten around to doing some of this elementary arithmetic. So they have come up with another strategy: We’ll “insure” the banks, i.e., take the downside risk off of them.
The problem is similar to that confronting the original “cash for trash” initiative: How do we determine the right price for the insurance? And almost surely, if we charge the right price, these institutions are bankrupt. They will need massive equity injections and insurance.
There is a slight variant version of this, much like the original Paulson proposal: Buy the bad assets, but this time, not on a one by one basis, but in large bundles. Again, the problem is — how do we value the bundles of toxic waste we take off the banks? The suspicion is that the banks have a simple answer: Don’t worry about the details. Just give us a big wad of cash.
This variant adds another twist of the kind of financial alchemy that got the country into the mess. Somehow, there is a notion that by moving the assets around, putting the bad assets in an aggregator bank run by the government, things will get better.
Is the rationale that the government is better at disposing of garbage, while the private sector is better at making loans? The record of our financial system in assessing credit worthiness — evidenced not just by this bailout, but by the repeated bailouts over the past 25 years — provides little convincing evidence.
But even were we to do all this — with uncertain risks to our future national debt — there is still no assurance of a resumption of lending. For the reality is we are in a recession, and risks are high in a recession. Having been burned once, many bankers are staying away from the fire.
Besides, many of the problems that afflict the financial sector are more pervasive. General Motors and GE both got into the finance business, and both showed that banks had no monopoly on bad risk management.
Many a bank may decide that the better strategy is a conservative one: Hoard one’s cash, wait until things settle down, hope that you are among the few surviving banks and then start lending. Of course, if all the banks reason so, the recession will be longer and deeper than it otherwise would be.
What’s the alternative? Sweden (and several other countries) have shown that there is an alternative — the government takes over those banks that cannot assemble enough capital through private sources to survive without government assistance.
It is standard practice to shut down banks failing to meet basic requirements on capital, but we almost certainly have been too gentle in enforcing these requirements. (There has been too little transparency in this and every other aspect of government intervention in the financial system.)
To be sure, shareholders and bondholders will lose out, but their gains under the current regime come at the expense of taxpayers. In the good years, they were rewarded for their risk taking. Ownership cannot be a one-sided bet.
Of course, most of the employees will remain, and even much of the management. What then is the difference? The difference is that now, the incentives of the banks can be aligned better with those of the country. And it is in the national interest that prudent lending be restarted.
There are several other marked advantages. One of the problems today is that the banks potentially owe large amounts to each other (through complicated derivatives). With government owning many of the banks, sorting through those obligations (”netting them out,” in the jargon) will be far easier.
Inevitably, American taxpayers are going to pick up much of the tab for the banks’ failures. The question facing us is, to what extent do we participate in the upside return?
Eventually, America’s economy will recover. Eventually, our financial sector will be functioning — and profitable — once again, though hopefully, it will focus its attention more on doing what it is supposed to do. When things turn around, we can once again privatize the now-failed banks, and the returns we get can help write down the massive increase in the national debt that has been brought upon us by our financial markets.
We are moving in unchartered waters. No one can be sure what will work. But long-standing economic principles can help guide us. Incentives matter. The long-run fiscal position of the U.S. matters. And it is important to restart prudent lending as fast as possible.
Most of the ways currently being discussed for squaring this circle fail to do so. There is an alternative. We should begin to consider it.
